Are layoffs a strategy in this economy?

In this economy, it is essential for businesses to be lean and mean, but does it mean layoffs are essential part of this lean and mean strategy? What has happened to good old sales and marketing? Are companies focussing on selling products/services? Have companies considered cost of re-hiring and training when recession is over? Can this so-called perfect economic storm be balanced by layoffs and pay cuts? I know it is difficult to stay afloat with cash crunch but tough times call for creative solutions. Are employees involved in the brainstorming sessions on how to improve sales in this economy?
